On February 24, the Provincial Party Committee and the Provincial Government held a provincial conference on advancing the development of the “One Center, One Base, One Hub”. The conference thoroughly studied and implemented the spirit of General Secretary Xi Jinping’s important speeches on Jiangsu’s work, grasped the new situations and tasks facing the 15th Five-Year Plan period, and continued to advance the development of an industrial technology innovation center with global influence, an advanced manufacturing base with international competitiveness, and a two-way opening hub with global appeal. These efforts aim to provide stronger support for building an important platform for developing new-quality productive forces and advancing the new practice of Chinese modernization in Jiangsu. Provincial Party Secretary Xin Changxing attended and addressed the conference. Provincial Governor Liu Xiaotao presided over the conference. Xin Changxing stressed that this year marks the start of the 15th Five-Year Plan period. We must stay focused on goals, build on success, and make persistent efforts to achieve greater progress in building the “One Center, One Base, One Hub”. First, accelerate the development of a modern industrial system led by advanced manufacturing, maintain an appropriate proportion of manufacturing, pursue smart, green and integrated development, revitalize traditional industries, foster emerging pillar industries and future industries, promote coordinated development of modern service industries and advanced manufacturing, and continuously strengthen new drivers of growth. Second, deepen integration of scientific and technological innovation with industrial innovation, actively integrate into the construction of the Shanghai (Yangtze River Delta) International Science and Technology Innovation Center, advance the development of national university regional technology transfer centers and the “Double High-level Coordination” innovation initiative, strengthen applied basic research, and promote efficient transformation and application of major scientific and technological achievements. Third, further promote innovative development of artificial intelligence, achieve breakthroughs in key technologies and innovation in application scenarios, foster a number of leading AI enterprises, enhance the competitiveness of industrial clusters, and empower all sectors across the board. Fourth, further open up major international corridors, upgrade the functions of opening-up ports, develop new channels for trade and investment, strengthen the construction of digital information channels, and fully utilize both domestic and international markets and resources. Fifth, further improve the ecosystem for innovation and entrepreneurship, allocate factors and resources in line with corporate development needs, steadily advance institutional opening-up, expand international scientific and technological exchanges and cooperation, deepen reform of the talent development system and mechanism, and fully unleash social vitality for innovation and entrepreneurship.
