On December 4, the 11th Plenary Session of the 8th CPC Yancheng Municipal Committee was held. The plenary session was presided over by the Standing Committee of the Municipal Party Committee, and Zhou Bin, Party Secretary of the CPC Yancheng Municipal Committee, delivered a speech.

The plenary session fully affirmed the work of the Standing Committee of the Municipal Party Committee since the 9th Plenary Session of the 8th CPC Yancheng Municipal Committee, and comprehensively summarized the major achievements of Yancheng’s development during the “14th Five-Year Plan” period.

It is emphasized in the session that we should do a good job in various tasks related to Yancheng’s economic and social development during the “15th Five-Year Plan” period, and it is necessary to fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and all previous plenary sessions of the 20th Central Committee, and earnestly implement the spirit of General Secretary Xi Jinping’s important speeches on Jiangsu’s work and his important instructions during his inspection in Yancheng. Deeply advancing the “Four-Three” work layout, we will fully leverage the sea as the greatest growth driver, highlight the green development as a defining feature, and continuously unleash the new industry as a powerful momentum. We will focus on key tasks such as building a modern industrial system, promoting technological innovation, implementing the strategy of expanding domestic demand, developing the marine economy, advancing green transformation, deepening reform and opening up, accelerating agricultural and rural modernization, implementing major national strategies, advancing new urbanization, fostering a thriving distinctive culture, ensuring and improving people’s livelihoods, and coordinating development and security. Upholding the Party’s overall leadership, we will strive to build Yancheng into an “International Wetland City, Green Coastal Hub, and Gateway of Yangtze River and Huaihe River,” propelling the modernization of a “strong, prosperous, beautiful, and high-quality” new Yancheng to a new stage, ensuring decisive progress in the basic realization of socialist modernization.

It is stressed that we should deeply understand the historical orientation and era mission, guiding ideology and major principles, strategic tasks and major measures for economic and social development during the “15th Five-Year Plan” period. It is required to focus on key areas such as strengthening the real economy, promoting green and low-carbon development, advancing common prosperity, and consolidating community-level foundations, and make targeted efforts to achieve major breakthroughs in serving and building a new development pattern, constructing a beautiful Yancheng, promoting coordinated regional development, and enhancing social governance efficiency. It is necessary to consistently exercise strict Party governance, uphold strict discipline in improving conduct and enforcing discipline, and relentlessly combat corruption. We should fully mobilize the enthusiasm, initiative and creativity of the whole society, and pool strong synergy for advancing the modernization drive of Yancheng.
